The Organisation for Economic Co-Operation and Development has recently adopted a number of new or revised guidelines for the testing of chemicals for human health effects:

The Pesticides Safety Directorate (PSD, previously an executive agency of Defra) was transferred into the Health and Safety Executive (HSE) on 1 April 2008. On 1 April 2009, PSD merged with other HSE units to form the Chemicals Regulation Directorate (CRD).

CRD has identified a technical legal problem with decisions taken in relation to plant protection products between 1 April 2008 and 2 December 2009 (the ‘relevant period’). The problem is one of formality rather than substance. There are no health or safety implications and there is no requirement for manufacturers, suppliers or users of products to take any action.
